North Korea fired an ICBM.
It's a type the regime hasn't tested at full range or capability since November 2017.
Seoul responded with live-fire drills to display ability to precisely strike the regime's missile launch points.
Bae Eun-ji starts us off.
North Korea on Thursday fired an intercontinental ballistic missile toward the East Sea.
Although it was launched at a steep angle,... it is the first full-capability launch of an ICBM in more than four years.
South Korea's Joint Chiefs of Staff said the missile, fired at around 2:30 PM from the Sunan airfield in Pyeongyang... traveled around one-thousand-80 kilometers and at an altitude of 6-thousand-200 kilometers.
According to Japan's coast guard, it landed inside Japan's exclusive economic zone,... 170 kilometers west of Aomori Prefecture, in the north of the country.
Speaking to reporters on Thursday, a South Korean military official said the missile flew for more than an hour.
There has been speculation that the launch may have involved the North's new ICBM, "Hwasong-17",... that the regime appears to have been testing recently.
But, the official said there is a possibility that it could have been a different ICBM... and that research is still being carried out in cooperation with the U.S.

"In response to North Korea's provocation, the South Korean military fired missiles from ground, sea and air... toward the East Sea at 4:25 PM,... around two hours after the North launched its missile."

It involved one surface-to-surface missile and one Army Tactical Missile System missile.
The military also shot a Haesung-2 ship-to-ground missile... and two "JDAM," Joint Direct Attack Munition, air-to-surface missiles.

"We confirmed that we have the capability to precisely target the location of the launch as well as its command and support facilities,... whenever the North fires missiles."

The chairman of Joint Chiefs of Staff, General Won In-choul held a virtual meeting with Commander of U.S. Forces Korea, General Paul LaCamera... where they reaffirmed to maintain strong defense posture.
Also... shortly after today's launch, the Blue House convened an emergency National Security Council meeting... where President Moon Jae-in "strongly condemned" the launch... saying that it's a clear violation of UN Security Council Resolutions.
Regarding the country's defense posture, he also ordered officials to closely cooperate with those working with President-elect Yoon Suk-yeol.
Moon also called for an immediate halt in acts that raise tensions,... and urged the regime to return to talks.

It's been five months since Sudan’s military staged a coup ending a power-sharing agreement with civilian leaders. Every week since then, pro-democracy demonstrators have taken to the streets to challenge the junta’s authority. More than 80 people have been killed as security forces crackdown on protests.

Many of those taking to the streets are young women. But there are increasing reports security forces have been targeting them with beatings, sexual assault, and rape to silence them.

Our Africa correspondent, Catherine Byaruhanga has been investigating these allegations in Khartoum.

ロシアによるウクライナ侵攻が18日で3週間となりました。断続的に続けられている停戦協議で、進展はあるのでしょうか。合意に向けた焦点となっている「15の項目」について、その内容や見通しを詳しく解説します。 
■“長期戦”懸念？米国防省「ロシアにはまだ多くの戦闘能力が残っている」 
ウクライナでは、ロシア軍による民間施設への攻撃が連日、続いています。 
 
ウクライナの首都・キエフでは17日、ロシア軍の攻撃を受けたとみられる倉庫が瞬く間に真っ赤な炎に包まれました。AP通信は、「この火災で少なくとも1人が死亡した」と伝えています。 
 
また、ウクライナ第二の都市・ハリコフでも17日、市場にミサイルが撃ち込まれ、黒煙が立ち上っていました。 
 
市場に出店するオーナー 
「黒い煙を見てバラバショフ（市場）が、燃えていることがわかった。まだ売れる新鮮な商品がないか、取りに来た」 
 
アメリカ国防総省の高官は「ロシア軍は侵攻開始から3週間で、ミサイル1000発以上を発射した」と明らかにし、「ロシアにはまだ多くの戦闘能力が残っている。長期戦への懸念もし始めている」と分析しています。 
■停戦協議“合意”まで「数日から1週間半」？
停戦協議に参加しているウクライナ代表団のポドリャク大統領府顧問は16日、アメリカ・メディアに対して、「ロシアが立場を大きく軟化させた。数日のうちに停戦が実現すると確信している」と述べ、ウクライナとロシア両国の大統領が署名する合意文書の取りまとめを進めていることを明らかにしました。 
 
ただ、ポドリャク大統領府顧問は17日、ポーランド・メディアの取材に対して、「ウクライナとロシアの代表団は、それぞれの立場を守っている」と述べ、「両国の主張の溝を埋めて合意に達するには、数日から1週間半ほどかかる」という見通しを示しました。 
 
ポドリャク大統領府顧問は、16日時点では「数日のうちに」と述べましたが、「やはり数日から1週間半はかかる」と、やや慎重な言い方に変わってきています。 
■「停戦協議」15項目　ロシアの意図「ウクライナを自らの勢力圏にとどめておく」 
停戦協議では、具体的にどのような論点について話し合っているのでしょうか。英・フィナンシャルタイムズは「15の項目について協議が続いている」と伝えています。主な項目は次の通りです。 
 
「中立化・非武装化」 
・ウクライナがNATO（北大西洋条約機構） 加盟を諦めて中立的立場をとる 
・NATO加盟断念の代わりに、米・イギリス・トルコなどから安全保障 
 
「領土」 
・クリミアのロシア併合 
・東部2つの地域の独立 
 
「公用語」 
・ウクライナ国内でロシア語の地位を守る 
 
「ロシア軍の撤退」 
・ウクライナ全土からの撤退 
■協議中の案「中立化と相いれない」指摘も…ロシアの意図は？ 
「中立化・非武装化」の項目について、現在協議中の案では、ウクライナがスウェーデンやオーストリアのようになるという案が検討されています。スウェーデンとオーストリアはNATOには加盟していませんが、政治経済の枠組みであるEU（欧州連合）には加盟し、自国軍も持っています。 
 
ロシアはウクライナのEU加盟を認めるのでしょうか。国際安全保障に詳しい慶応義塾大学・鶴岡路人准教授によると、「ロシアの意図は、ウクライナを自らの勢力圏にとどめておくことなので、EU加盟やNATOに代わる別の新しい安全保障の枠組みは、中立化とは相いれないはず」と述べ、ロシア側がどういう意図で、こういった事を持ち出しているのかはわからないということです。ただ、鶴岡准教授は「ロシア側も妥協の1つの方法として、真剣に議論しているのだろう」と分析しています。
■「ロシア語も公用語として認めろ」　プーチン大統領の国内向けアピールか 
次に、「ロシア語の地位を守る」という項目です。現在、ウクライナの公用語はウクライナ語のみが認められていますが、「ロシア語も公用語として認めろ」という要求です。 
 
鶴岡准教授は、「元々、ウクライナ国内にはロシア語を話す人はたくさんいて、現在、ロシア語の使用は特に制限されていないので、ウクライナにとっても十分にのめる条件だ。むしろ、この項目は、プーチン大統領が『この条件を勝ち取った』とロシア国内向けにアピールするためという性格が強いのではないか」と分析しています。 
■「簡単に合意がまとまるとは思えない」指摘も 
一方、妥協点を見いだすのが難しいとみられている項目が「領土問題」です。ロシア側は、ロシアが併合し実効支配しているウクライナ南部・クリミア半島について、「ロシアの主権を認めろ」と要求しています。さらに、ロシアが一方的に独立を承認したウクライナ東部・2つの州について、「独立を認めろ」と主張しています。 
 
この「領土問題」に関する主張について、鶴岡准教授は「ウクライナ側は絶対に譲れないところ。また、仮に停戦で合意したとしても、それが即、ロシア軍の撤退につながるかもわからない」と指摘しています。 
 
ウクライナ側は「ロシア兵全員が領土から1人残らず出ていくこと」を求めています。一方、ロシア側は「実効支配しているウクライナ東部の州に、軍を引き上げれば『撤退した』」と主張する可能性もあります。 
 
また、「十数万人規模のロシア兵がウクライナ国内に入っているので、停戦合意を破ることなく、スムーズに撤退できるかどうか、しっかり監視する仕組みが必要になる」など、まだまだ課題は多いということです。 
 
また、鶴岡准教授は、「中立化をめぐって、現実的な歩み寄りの議論が行われていて、合意文書の取りまとめが進められていること自体は評価できるが、署名できる段階にはまだなく、そう簡単に合意がまとまるとは思えない」とも指摘しています。

停戦合意に向けた具体的な話し合いが本当にまとまるのか、まだまだ見通せない状況です。こうした中、アメリカと中国の首脳会談が日本時間18日夜に行われる予定です。「中国がロシアを支援しないよう、アメリカが改めてクギを刺すもの」とみられていて、中国側がどういう立場を表明するのかも注目されています。
