数年前、東京医科大が、医学部医学科の一般入試で女子受験者の得点を一律に減点し、合格者数を抑えていたことが話題になった。大学の一般入試で性別を対象とした恣意的な操作が明らかになったのは異例で、相当な議論が引き起こされた。

 

その一方で、九州大理学部数学科は「女性優遇入試」というものを導入しようとしたが、この「女性枠」に対して「男子差別だ」などと批判が出たため、結局導入を断念した、ということもあった。

 

今年の東大の英作文は、そんな「クオータ制」の意義に関するものである。こちらもなかなか歯ごたえのある問題で「不平等が解消できればクオータ制を廃止してもよい」と結論付けている。

（B）以下の下線部を英訳せよ。

 

政治の世界でのクオータ制（quota system）は、議員の構成と、彼らが代表する集団全体の構成とが適格に対応することを目指す制度である。また企業などの民間の組織においても、例えば意思決定に関わる役員職に女性が一定の割合を占めることが求められている。そのような仕組みが本当に平等につながるのか賛否両論の声が聞かれるが、現状では多くの社会において、何かしらこのような制度により、不平等を是正する必要が生じている。

クオータ制は、それが一時的であろうがなかろうが一つの有効な手段であって、長い時間の中で根付いてしまった不平等を迅速に解消することを目的としている。それが達成されたあかつきには、クオータ制は、まさに平等の原理に照らして廃止することもできる。

In the world of politics, the quota system is a system that aims to ensure that the composition of the members of the parliament corresponds to that of the entire group they represent appropriately. Further, in private organizations such as companies, for example, women are required to occupy a certain percentage of executive positions relating to decision-making. There are pros and cons as to whether such a system will really lead to equality, however, in the present state of affairs, it is somewhat necessary in many societies to correct inequality through such a system.

The quota system, whether temporary or not, is one of effective measures that aims to quickly eliminate inequalities that have taken root over a long period of time. When such inequalities are eliminated, the quota system can be abolished in the light of the very principle of equality.
